I don’t think he has any idea what is happening to him. According to District Attorney Hillar Moore, parents are allowed to discipline their children physically, but excessive cruelty or pain is not condoned.

I don’t think whipping a 2-year-old is ever a good idea. If her older sons have a history of committing crimes, then there is a problem at home that needs to be fixed.
