Judge Frank Caprio is a fair man he is also the Chief Municipal Judge in Providence, Rhode Island. He knows that being fair requires more than just a cursory glance at the situation. The mother didn’t pay her $100 parking ticket or the fines that accrued afterward. The mother tries to tell the judge why she didn’t pay. Judge Caprio seems to be more interested in talking to the woman’s six-year-old daughter. He calls the girl up and asks her a lot of questions, you can tell he is a little nervous! Wait until you see what the judge does when he learns the young girl is hungry!
