The local police noticed the post and do not currently have an explanation. There doesn’t seem to be a good reason to tie a shirt around a windshield wiper of a car – unless you intend to distract the person and then kidnap or mug them.

Please spread the word. Do not take the time to remove something you see on your windshield. You may find flyers or notes – and now shirts affixed to your car. Just get in and drive.
Once you are safe, you can take it off. Be aware and be vigilant.
